International Standard of Toys(Summary)
In China, from June 1, 2007, all toy products included in the list of mandatory product certification can not be pushed on exfactory sales, Imported or used in other business activities without obtaining mandatory product attestation certificate and marking with China Compulsory Certification mark.
Reference standards include GB6675-03,GB19865, GB14746,GB14747,GB14748,GB14749.。
* European Commission authorized Standardization (CEN) is vigorously implementing EN71-9,-10,-11 standards; Britain, Germany, Spain, Italy and other member countries have formally started the implementation of the standards.
According to the national standards of each countries, on generally, the test can be divided into 3 main parts:
Physical and mechanical test、Flammability test 、Chemical test for toxic element migration.
Physical and mechanical test
This part regulates safety technological requirements on the mechanical and physical properties of toys used by different age
groups with a range of kids from the newborn babies to 14-years-old children, and also provides requirements on the pack-
aging, labeling and usage instructions. Toys shall not collapse during tests, shall not be swallowed, and there shall be no
sharp edge, noise and sharp points, which may hurt lives and health of children.
Customers shall be specially reminded to mark out age stages when providing samples, as the test requirements for different age groups are vastly different.

Toys related to the need for flame test:
* Toys that can be put on the head (eg beards);
* Toy dress-up clothes and the toy dressed by the children in play (eg nurse uniforms);
* Toys which children can enter (eg toy tent);
* Soft toys filled with textile yarn or fabric.
The flame on speed regulated in EN71 shall be less than 30mm/s, generally and the flame speed regulated in ASTM F963-03 shall be less than 2.5 mm/s. American standard is comparatively much stricter.
It shall be specially reminded that there shall be no flammable gas, extremely flammable liquids, flammable liquids and flammable gel.
CHEMICAL TEST FOR TOXIC ELEMENT MIGRATION
Test on toys for toxic element mainly refers to test on eight categories heavy metal content and on total lead. For the total lead limit value and the release of toy painting (equivalent to coating), please refer to the following table:
